PREFACE

This Volume constitutes the first revision and codification of the General Ordinances of the Town of Normal since 1931. It contains such of the Ordinances of a general and permanent nature, past, prior to and including March 1, 1969, as were found desirable for retention, except those expressly saved from repeal by the Adopting Ordinance.

The Ordinances were codified, edited and revised by Town Attorney, Robert T. Fleming, and Assistant Town Attorney, Roger D. Lapan, per a resolution of the Board of Trustees. The Ordinances were herewith prepared in book form by resolution of the Board of Trustees and adopted in this fashion as the Illinois State Statute provides.

The Ordinances embraced in the following Chapters shall constitute and be designated as the "Municipal Code of the Town of Normal, Illinois, 1969", and may be so cited. It is anticipated that the Code provided will be amended from time to time and the Clerk's Office will make such amendments available to those people initially purchasing the Code on at least an annual basis. The Editors wish to express their appreciation to all those who assisted and co-operated during the progress on the Code.


INSTRUCTIONS ON THE USE OF THE MUNICIPAL
CODE OF THE TOWN OF NORMAL

This Code uses a section numbering system identifying the chapter, division and section number for each separately numbered paragraph. The index gives the different divisions and sections of each chapter and a person looking at any page in the Code can tell immediately what chapter and division is shown on that page. As an example, if one sees SEC. 15.1-3, he will be reading from Chapter 15, Division 1, Section 3. From there he can move forward or backward to find the information he desires. An index number is provided in the upper right-hand corner of each page for easy identification. This number shows the chapter, division and section which first appears on that page.

Any additions or amendments to this Code, made in the future, when passed in such form as to indicate the intention of the corporate authorities to make same a part of this Code shall be deemed to be incorporated herein so that a reference to the Municipal Code of the Town of Normal, 1969, as amended shall be understood to include same.

It shall be the duty of the Town Clerk to keep at least one copy of this Municipal Code on file wherein he shall mark all amendments or additions or deletions to this Code when passed and approved. He shall note on the margin of the section or sections amended that such amendment has been made with reference to a place in the Amendment Book where the amendment may be found. He shall further keep a separate book containing every amendment or addition passed to this Code with reference on each copy of such amendment or addition as to the place in this Code where said amendment or addition may be found.

It is contemplated that as amendments to the Code are made that same shall periodically be made available by the Town to all those persons subscribing to this Code.
